Consider what happens next: a controlled, violent sinking designed to choke one branch of the waterway and force the stubborn current toward a narrow canal that feeds the nuclear plant. It is plumbing on a monumental scale. Think of it as placing a thumb over the end of a leaking garden hose, except the hose is an international river and the thumb is four tons of submerged iron and stone.

The first reactor at Cernavodă had already fallen silent, tripped offline as water levels slipped past safety thresholds. Unit 2 remained active, but the clock was ticking down to single-digit survival days. Plant directors calculated that the remaining reactor had less than a week left before automated safety protocols forced a mandatory shutdown.

In the days following the submersion, instead of the expected drop, the water level near the intake channel ticked upward by 1.6 inches. As financial analysts pointed out while the barges settled into the silt, rearranging a drought-stricken river is an extraordinary response to an emergency, but it creates no new capacity. It is a bandage on a wound that keeps growing wider.

Across the border in Hungary, similar anxieties haunt the Paks nuclear facility, where the same river runs dangerously thin. Across the continent, European rivers are evaporating under historic thermal loads, exposing the fragile marriage between heavy industry and natural water systems.
